Victoria Police's Public Order Response Team intercepted the man in Bendigo last week.
The 25-year-old blew 0.128 on an evidentiary breath test before being taken to the Bendigo Police Station.
The man's vehicle was immediately impounded at a cost of $1200.
He had gained his licence just hours prior to being intercepted by police.
The Public Order Response Team will be out and about in the city again this week.
