Police impounded a silver Holden Commodore sedan "under the hoon legislation" after seeing the car driving "in a reckless and dangerous manner" in Kyabram on Thursday.
The incident happened about 11.10am on Church Street, leaving a mark on the road.
Police intercepted the vehicle and interviewed the driver, a 26-year-old Kyabram learner driver.
"The driver will be summonsed to appear at court at a later date," police said in a social media post.
The impounded vehicle would cost more than $1000 to recover.
"Police wish to remind road users of their obligations to drive safely and obey the road rules," the social media post said.
Anyone with information about the burnout was urged to call the Kyabram Police Station on 5853 1777.
