Macedon Ranges Highway Patrol saw the grey Audi driving towards Malmsbury from Kyneton about 4pm yesterday.
The vehicle was intercepted at Malmsbury within 10 minutes.
Police said the driver was drug tested on site and returned a positive result.
A 25-year-old Malmsbury man will be charged on summons for excessive speed, drug driving and other offences.
The Audi was impounded for 30 days.
"Police are dumbfounded that drivers, especially inexperienced young drivers, continue to engage in high-risk driving activities and put people's lives in danger," police said in a social media post.
