Starting on the par-four 328m 14th, the Victorian from Patterson River GC started the day off in style with a birdie and made six more throughout the day.
His only dropped shot for the round was on the par-three 177m seventh.
Burns' 65-off-the stick included a three-under front nine and a matching three-under on the back.
Burns had played the par-71 course at Neangar multiple times and had prepared a solid plan of attack for the day.
In terms of what parts of his game propelled him to victory, "it was a bit of everything".
"The course layout here is simple and quite straightforward with short par-fours and par-fives that are very reachable," Burns said after his win.
"I drove the ball well all day and left it under the hole on the greens which ensured I had plenty of good looks at sinking birdie putts."
Burns finished two shots clear of the runners-up (Brady Watt, Michael Harwood, Andrew Kelly) who wrapped up at four-under.
"I am really happy with my score," Burns said.
"I started checking the leaderboard during my final few holes to see where I was at and played a little bit more conservatively coming back in."
The win was a welcome surprise to Burns who had found it difficult to find time to get out on course in recent months due to a busy work schedule.
"It's been hard to find the time to play lately but over the past couple weeks I've been playing more which helped today," he said.
"I'm in a great head space and playing solid golf."
The condition of the course was praised by the professionals, with former European Tour player Michael Harwood taking a special liking to the quality of Neangar's greens.
"Are you sure these are grass? Because it feels like we're putting on carpet," Harwood said during the round.
Other professionals in the field included Bendigo region product Kris Mueck who finished at five-over (T35) and is now preparing for a series of pro-ams throughout NSW.
