Police said she was travelling at 148km/h in a 100km/h zone.
Officers turned on their lights and sirens to stop Campbell but she accelerated.
Police estimated she was travelling at a 167km/h so they pulled out of the chase.
Campbell also pleaded guilty to refusing evidentiary breath tests on two occasions, including on February 11 this year when she sped away from Bendigo police officers instead of obeying orders to get out of the car.
The 28-year-old also admitted to a series of thefts from bottle shops, service stations, and clothing stores between May 2019 and March 2020.
Magistrate Megan Aumair sentenced Campbell to an 18-month community corrections order, which would include mental health support and drug and alcohol treatment.
Campbell was also convicted and fined $500. She was disqualified from driving for the next four years.
"I want to see you well and back on track," Ms Aumair said.
The magistrate told the court if Campbell had not pleaded guilty, she would have been sentenced to four months in prison.
