Be.Bendigo has signed an open letter to Premier Daniel Andrews asking for a more nuanced approach to shutting down businesses.

The letter called for greater clarity, better communications with relevant government departments and more information for border communities.

The Bendigo organisation was one of more than two dozen around the state to sign their support.

Be.Bendigo chief executive Dennis Bice said confusion was rife among the city's businesses during the state's recent stage four lockdown, about what it would look like.

He said some Bendigo businesses probably remained open when they shouldn't have, because they misunderstood the requirements.

Stage four restrictions had never previously been implemented in central Victoria.

Mr Bice said businesses needed clear information so they could move quickly in response to changes. He said the letter had been informed by key lessons from the recent lockdown.

"There was just a lack of clarity from government departments around what stage four meant and the implications of that, that caused confusion," Mr Bice said.

"We're concerned about the wellbeing of the business community."

Mr Bice said clarity for border communities, in a unique position, was also vital.

He said signatories also wanted a more nuanced approach around shutting down the entire state during a lockdown in Melbourne.

Small Business Minister Jaala Pulford said the Victorian government would continue to follow the advice of the chief health officer to keep Victorians safe.

She said a $143 million Circuit Breaker Support package would provide appropriate support to affected businesses.

"We know that it hurt businesses to shut their doors, but the long-term benefits are clear. A temporary pause has meant businesses can now get on with their rebuilding - with our full support," Ms Pulford said.
