Imagine Greater Bendigo is being set up to help write a new strategic plan and community vision for the city.
As part of the project's second stage, the council plans to form a panel of 50 community members. The group is due to meet in May.
"The City has not been involved in the random selection process," mayor Jennifer Alden said.
"The company [managing the process] will also select the final panel members, ensuring that they represent the diversity of our community.
"It is a requirement under the Local Government Act to engage with the community in this way as part of developing the new community vision and Council Plan. All feedback from the panel will also inform a range of other new strategic documents, including the Municipal Public Health and Wellbeing Plan, Financial Plan and Asset Plan.
"Council is committed to listening to the advice of the panel and looks forward to this next round of community consultation, and thanks everyone who has participated in Imagine Greater Bendigo to date."
Only those who receive the written invitation can express an interest in joining the final panel of 50 people.
But online feedback is open to all residents at www.letstalkgreaterbendigo.com.au/imagine
