More than 50,000 businesses are expected to benefit from the package, which includes a boost to the state's travel voucher scheme.
Ten thousand more vouchers will become available for travel to regional Victoria.
The scheme will also be expanded to Melbourne, with 40,000 vouchers to become available for travel to the city.
The $10-million investment in the scheme will bring the total number of vouchers, which are for $200, to 200,000.
Grants of $2000 will be offered to eligible hospitality, food wholesaling, tourism, events and some retail businesses as part of a $92m Business Costs Assistance Program.
Recipients of the Licensed Hospitality Venue Fund will receive a one-off, automatic $3000 payment per premises, as the government invests almost $25m more in the initiative.
More than $16m has been committed to accommodation providers whose bookings were affected by the lockdown.
Providers will be eligible for differing amounts depending on the number of cancellations they sustained during the period.
"We know it hurt businesses to shut their doors, but the long-term benefits are clear," Jaala Pulford, the minister for small business, said.
"A temporary pause has meant businesses can now get on with their rebuilding - with our full support."
Industry support and recovery minister Martin Pakula acknowledged the circuit breaker's impact on many businesses was severe.
He said the government would hope to get the money announced in the package out "over the next couple of weeks".
