Aged care residents and frontline health and quarantine workers will be among the first to be vaccinated using the regulator-approved Pfizer shot.

A health department survey has shown strong agreement the vaccine will protect vulnerable Australians and reduce pressure on the hospital system.

But 27 per cent of people said they were unsure if they would choose to be vaccinated against the disease.

Chief Medical Officer Paul Kelly said the figure represented hesitancy, which would be easier to shift than the nine per cent who say they will refuse outright.

"We certainly are concerned about that," he says.

"That demonstrates that we need to continue to stress the vaccines as being safe and effective."

AstraZeneca has become the second vaccine to receive approval in Australia, joining the Pfizer drug, which will start being administered from Monday.

Professor Kelly said both were proven to offer very strong protection against severe illness and death from coronavirus.

Almost two-thirds of Australians say they will definitely get vaccinated, a figure experts have warned may not be high enough to eradicate the disease.

To date, there have been almost 110 million cases of COVID-19 recorded worldwide with 2.4 million people dying.

Early data from Israel, which is well into its rollout of the Pfizer vaccine, showed it prevented 94 per cent of symptomatic infections.

Australia has a deal for 20 million doses of Pfizer and almost 54 million injections of the AstraZeneca vaccine with both needing two shots.

There are zero local cases in Australia and no COVID-19 patients in intensive care.

Meanwhile, Victoria's five-day lockdown will come to an end on Thursday after the state recorded no new cases of local transmission.

Schools, offices, restaurants and shops will be able to reopen, and people will be allowed to leave their home for any reason.

Masks, however, will remain mandatory indoors and outdoors when physical distancing isn't possible.
