Premier Daniel Andrews has announced lockdown will end on Wednesday night, as scheduled.
"Restrictions will come off, almost all of them, at midnight tonight. That is what we said we need and what we said will work," he said.
Changes include the four reasons to leave home and the five-kilometre restriction being lifted.
But masks will remain, while the number of people able to visit a home and attend a public gathering have been reduced.

Victoria has recorded no new coronavirus cases in the past 24 hours.
The doughnut day is welcomed as Victorian residents wait to hear from premier Daniel Andrews on whether the lockdown will end at 11.59pm tonight as scheduled.
Along with zero new cases, Victoria also received 39,258 test results yesterday.
There are currently 25 active cases in Victoria.
Mr Andrews will address reporters just after 10am this morning to speak on changes to Victoria's current coronavirus restrictions.

Yesterday, Mr Andrews gave a strong indication that the five-day circuit breaker lockdown would be lifted on schedule.
"We are well placed to be able to make changes on Wednesday night, but I am not in a position to definitively commit to that," he said on Tuesday.
"We won't be able to make a final call until tomorrow."
