Andrew Cairns will take on the role from February 15, the organisation confirmed on Monday morning.
Mr Cairns has had a long career in the financial sector, including two decades with the Bendigo Bank and five years as the head of Community Sector Banking.
Haven's chairman Damien Tangey said it was an important appointment, given the state government's $5 billion investment in social housing.
"This program seeks to close the affordable housing gap and create significant economic stimulus in the post-COVID recovery for this state," Mr Tangey said.
"As one of the largest registered housing associations in Victoria, Haven has both the opportunity and responsibility to be a key participant in the delivery of this program and expand its positive community outcomes as a result."
Other news
Mr Cairns succeeds Ken Marchingo, who stood down from the role last month after 27 years leading the organisation.
"It's been my greatest honour to be a foundation stone of the organisation and to have had the opportunity of nearly three decades of commitment to better social outcomes," Mr Marchingo said at the time.
Comment is being sought from Mr Cairns.
