Kelly easily accounted for Brandon Laubser 6-2, 6-1 to progress his record in Group B of the men's draw to 2-0 after three days of action at the Bendigo Tennis Centre.
The 30-year-old was joined at 2-0 by left-hander Beale, who looked equally impressive in beating Cooper White 6-3, 6-1.
Kelly and Beale are scheduled to meet in round five, with the winner likely to proceed the weekend's semi-finals.
Beale will take on the rebounding Laubser in Thursday's round of matches, while Kelly will be pitted against Enzo Aguiard, who drew the bye on Wednesday, and is 1-1 in his two matches played this week.
Bryden Klein is on track for a semi-final berth after advancing his record in Group A to 3-0 with a 7-6, 6-1 win over Alex Bulte.
After a pair of losses to start the week, Jai Corbett broke through for his first win, handing Ken Cavrak his second loss with a 6-2, 7-5 victory.
Klein's rivals will get the chance to make some ground on him, with the former Australian Open junior champion scheduled for a bye on Thursday before a fifth round encounter against Thailand's Chancai Sookton-eng.
Omar Jasika (3-0) continued his unbeaten run in Group C with a 6-3, 6-4 victory against Jacob Grills, as Asykal Azhar's exited the tournament through injury after conceding the opening set to Corey Gaal 6-4.
Much intrigue centres on Group D, where Sean Van Rensburg, Aaron Addison and William Ma are locked on two wins apiece.
Ma took his record to 2-0 with a fighting three-set win over Van Rensburg (6-7, 6-4, 7-5), while Addison impressed with a straight-sets win over Lawrence Bataljin.
In the women's draw, Olivia Symons, Katherine Westbury and Pranjala Yadlapalli have firmed as favourites to secure semi-final spots after they advanced their records to 3-0 on Wednesday.
Symons downed Mia Tsoukalas 6-1, 6-3 to continue her unbeaten run in Group D.
The 19-year-old has not dropped a set through the first three days of the tournament and has only conceded 14 games in total across her six sets.
Alicia Smith kept the pressure on Symons by winning her second match of the week, defeating Nakisa Djamshidi 6-1, 6-1.
Westbury's dominance of Group C continued with a clinical 6-2, 6-1 win over Monique Barry.
Eighteen-year-old Barry slipped to 1-1, putting her on level terms with Alexandra Osborne, who opened her account with a solid 6-4, 6-1 win over Zara Larke.
Stefi Webb had the bye and also boasts a 1-1 record.
Runner-up in last week's event in Bendigo, Yadlapalli's chances of a finals return have been enhanced after she gained an automatic win when Jessica Fowler withdrew from the event.
