The catch in the Bendigo area over the informal Australia Day long weekend was one of 104 similar offences statewide as police blitzed the roads, Road Policing Command Assistant Commissioner Libby Murphy said.
"It was disappointing to see so many people detected using their mobile phone," she said.

"To me, this shows it is an ingrained behaviour in some drivers and they are not acknowledging the risks associated with distraction. A simple text is not worth your life."
Assistant Commissioner Murphy praised most Victorians for their behaviour but was concerned to see a small number of people keep on doing the wrong thing.
In the Bendigo area, four people were caught drink-driving, one was driving while disqualified and two were unlicensed.
Police found 10 unregistered vehicles on the road. Two vehicles were impounded.
Another 65 people were caught speeding and one disobeying road-signs.
Police were not called to any fatal crashes in the Bendigo area but six people died in other parts of Victoria.
