Customers will be able to visit the Hopetoun Street, Bendigo, and High Street, Heathcote centres from Wednesday.
Only a limited number of customers will be allowed to queue in the reception area at any one time, with a concierge present to manage numbers and social distancing.
Cash payments will no longer be accepted at the two service centres, but eftpos, credit card and cheque will still be options.
Other news:
Customers will be required to provide their name and phone number for contact tracing if necessary.
Masks will not be compulsory, but customers have been asked to carry a mask and where it if social distancing is not possible. Customers attending appointments in meeting rooms will have to wear a mask in the room.
Anyone seeking advice from staff on matters of planning, local laws, building, environmental health or engineering must make a pre-arranged appointment.
City of Greater Bendigo corporate performance director Andrew Cooney said limited numbers might result in longer waits during peak times.
Mr Cooney encouraged residents to call the customer service team, who could deal with most inquiries at home.
