Bendigo Hotel Investments is preparing documentation to put the six-storey, 110-room hotel out to the market for a select tender.
Ben Tzirkas, of Bendigo Hotel Investments, was hopeful the process to appoint a builder for the multi-million dollar project would be underway by March.
Demolition and construction were likely to take place mid-year, if all went according to plan.
"Whoever the appointed builder is, they'll do the demolition," Mr Tzirkas said.
He expected the hotel to take about 18 months to build.
People might already have seen archaeologists at work on the site, which is where the Thomas Jewellers store used to be.
Mr Tzirkas said further archaeological work was planned, as per heritage requirements.
The City of Greater Bendigo approved permits for the hotel mid-2020.
Mantra Hotel Bendigo managing director Dale Bainbridge said the interior design was finalised just before Christmas.
Mr Bainbridge said the design reflected the heritage aspects of both Bendigo and the site.
"The reception is going to be really quite stunning and ageless," he said.
He said the theme would flow through to a food and beverage outlet, which was planned for the Hargreaves Mall side of the hotel.
Mr Bainbridge said the idea was for the space to be welcoming of all diners and patrons, not just guests at the hotel.
The city on Thursday said construction of the new hotel was "due to start very soon".
It came as the city unveiled designs for a shade structure in the mall - a $500,000 project involving the removal of the pop-up park.
