Officers believe at least one owner might be in Bendigo after following a paper trail to a business in the city.
The business had told police it had on-sold the tool, Leading Senior Constable Mick Balazs said.
More news:
"Maybe there's a tradie walking around Bendigo who had something taken," he said.
"I suspect they [the cache of tools] have been stolen from a vehicle or a burglary some time in the past 12 months."
LSC Balazs has released pictures of three of the more distinctive tools yet to be reunited with owners in the hope that someone might recognise them.
He also hopes those owners might have information that could help with active investigations.
Police recovered the tools during a raid at a Bridgewater property last November.
Anyone with information, or who recognises their tools, should contact Bridgewater police on 5437 3232 or Inglewood police on 5438 3200.
