The Wednesday night vote paved the way for a final decision in March 2021.
Council staff will now prepare a report showing what resources would be needed to make a declaration, how it would sit against the council's current policies and what adjustments might be needed going forward.

Other councils have used climate emergency declarations to help pivot funding to programs that could help communities brace for the heatwaves, fires and other events that global warming will likely intensify.
Declarations have also committed councils to considering climate change when making all policy decisions, and to aid community action.
