The new rules mean there are no caps on patrons at community venues and facilities like libraries and toy libraries.
But there is still a density limit of one person per two square metres.

Goldfields Library Corporation chief executive Mark Hands welcomed the changes after a year of coronavirus lockdowns.
"Most of our libraries now are looking at that density limit because there's no cap on the numbers coming in," he said.
"We have a little bit of a program available for the summer school holidays. It's looking at actually getting outside in nature and taking photos of bugs and emailing them through for us to have a look at.
"There are prizes to give. There's also a summer reading challenge so it's about coming in and borrowing all of the books you want to read and there will be giveaways."
Mr Hands said there would also be events like author talks for young adults and children.
He said it was nice to have a summer program after a challenging year.
"We closed and then we reopened, then we closed and reopened again," Mr Hands said. "We kept trying different ways to deliver something for the community.
"But Victoria has done an amazing job and we're so glad we can open our doors for summer and have programs and have everything available for people."
