Police saw the motorist driving in a black Ford Ute between Gisborne and Malmsbury about 9.50am on Thursday.
A short time later, officers were told the driver had stopped in the southbound emergency lane near Mount Macedon Road in Macedon.

Police searched nearby bushland and found the man, who was arrested and charged with significant traffic offences.
The man's ute was towed and his licence was immediately suspended.
Police have urged anyone who saw the incident to contact the Kyneton Police Station on 5421 2900.
