The EPA alleges one person deposited industrial waste at 62-64 Victa Road, and the other person permitted it.
Both were charged with offences under section 27A(2)(a) of the Environment Protection Act 1970.
More news:
The waste included carpet, scrap metal, gas cylinders, timber, cardboard, 200l drums, green waste, electrical goods, paint tins, furniture, e-waste, tyres, bricks, concrete, fuel tanks and waste oil, according to the EPA.
The environmental regulator described the matter as "dumped skip bin waste".
The EPA said the charges followed a comprehensive investigation, but offered no further comment given the matter was before the courts.
Guidelines for disposal of industrial waste are available at epa.vic.gov.au
