Prime minister Scott Morrison and Victorian premier Daniel Andrews announce the Melbourne Airport Rail Line on Saturday.
Construction will begin in 2022 with a complete date set for 2029. It is expected to employ 8000 people.
The rail link will run through Sunshine in Melbourne's west in order to better connect the regional train lines.

Transport infrastructure minister Jacinta Allan said the state government was determined to have the airport line include regional areas.
"Ever since the airport was constructed, there has been talk and promise of a rail connection to the airport," she said. "(This project) will deliver that in a way that maximises the benefit for regional Victoria and Melbourne.
"In 2017, we worked hard with the federal government to decide that the train line should go through Sunshine, as a way to connect Bendigo, Ballarat and Geelong as well as the CBD of Melbourne (to the airport)."
"For Bendigo line passengers, which is a line that also connects Echuca and Swan Hill, it gives (residents) direct access through Sunshine. You will be able to jump off at Sunshine and get on an airport train. It's means central Victoria is one train stop away from the airport."
Ms Allan said it was important the rail line services the whole state rather than just metropolitan areas.
"We didn't the want airport rail line to just benefit metropolitan travellers," she said.
"In time people in Bendigo can leave their car at home, catch a train to Sunshine and change there for the airport. That's if they're not flying to Sydney from Bendigo. It will mean a simpler, easier and stress-free trip."
Services are expected to run every 10 minutes from the airport to the CBD with the travel time between the two stops set to be less than half an hour.
"This project has been talked about for a long time, its key to our recovery and this design means it will benefit all Victorians," Mr Andrews said.
"As we continue our recovery, we need a long-term plan. We need a pipeline of jobs for Victorians looking for work now, and for those who will need jobs in the future. We said we'd deliver this project, and we're keeping our promise."
Mr Morrison said the rail line was nationally significant project that Victorians had waited a long time for.
"When complete, the link will slash travel times, bust congestion and be a major boost to the economy," he said.
The Victorian and Australian governments have each committed $5 billion in funding. Detailed planning and development work is currently underway.
