Whitehills Dental has been designed especially to alleviate anxiety for those who find a trip to the dentist nerve-wracking.
Principal dentist Anshul Gupta said his aim was to help people access dental services earlier, so they could avoid invasive, costly procedures in the long term.
Mr Gupta said he had set up clinic so it didn't feel like a typical dental surgery.
It has a comfortable lounge, a coffee machine, and TV screens to distract people during procedures.
"We don't want people to feel every minute like they're at a dental surgery," Mr Gupta said.
"We just want to take ... away, where the fear prevents people coming to the dentist.
"We want to see a culture of people coming to the dentist regularly so they don't need so much work in the first place."
Mr Gupta has worked as a dentist in Bendigo since 2016, when he moved from England with his family.
He said patients often came to the dentist only when they really needed to, meaning they required more expensive treatments. Many just kept taking pain killers to put off visits, he said.
Simple, timely preventative treatment could often do the job, he said.
Mr Gupta said he especially liked treating adults. They were were often ignored in dentistry, but he could see the difference his work made to their lives, he said.
