Premier Gladys Berejiklian announced on Wednesday that the NSW government would reopen the border with Victoria from 12.01am on Monday, November 23, allowing free movement between the two states.
"We know that once you ease restrictions you're likely to get cases, but it's how you manage those cases," she said.
"And I think we've demonstrated in NSW, that so long as the state demonstrates its capacity to get on top of cases, we are OK with that, because we've been through that ourselves."
Ms Berejiklian said it was unlikely the date of November 23 would change.
The border between the two states has now been closed for almost four months, the closure having come into force on July 7.
Victoria has recorded its fifth consecutive day of zero new COVID-19 cases and zero deaths.
There are now 30 active cases in the state, and two cases of unknown origin as at November 1.
From 11.59pm on Sunday, November 8, the border between Melbourne and regional Victoria will be removed.
