The Victorian government gave the all-clear for the event, albeit with some COVID-safe precautions.

Belinda Dempsey and her partner Steve Delore have decorated their Mackenzie Street West house in Golden Square for the October 31 celebrations.

Ms Dempsey said it had been a longstanding tradition for the couple and their two-year-old son Jerry, although it would look a little bit different in 2020.

"We used to live in Kyneton and do a walk-through haunted house," she said. "We haven't done it in a couple of years because of Jerry.

"It's a lot of work. But we just decided to decorate the front this year because we enjoy it.

"We do it for the kids. We have had a few people complain that it's an American thing but it's something that we enjoy.

"My partner likes to give the kids a fright. We will try to get the fog machine out on the day but it's not as big as we normally do."

While the Department of Health and Human Services said trick-or-treating was allowed, residents would not be allowed to pass out sweets from their front door or leave loose lollies in communal bowls.

Instead, DHHS advised people to place individually wrapped lollies into bags for non-contact collection.

Those lolly bags should be placed at the front fence, gate, or outside the home.

Those preparing the bags should also wash their hands with soap and water for at least 20 seconds beforehand.

Coronavirus-appropriate face masks should also be worn as part of any costume - and no, a decorative mask would not count.

Ms Dempsey said she had already created 160 lolly bags that would be left out the front of the house for trick-or-treaters.

She said families should participate if they could do so in a safe way.

"Once you start doing it, it's quite addictive," Ms Dempsey said. "Seeing all of the kids faces is just exciting."
