Voters can cast their ballot by post or at their local election office before 6pm on Friday.

At the Bendigo election office queues stretched down the block, as municipal residents waited to cast their vote.

Bendigo election official Carl Chirgwin said the office received about 60 to 70 per cent of the municipality's votes.

A Victorian Election Commission spokesperson told voters they must have their vote in the mail by 6pm Friday.

They said votes cast by post on Friday before 6pm would still be valid, despite the grand final public holiday.

The spokesperson said people could also cast their votes at their local election office. They said, if needed, people could also pick up a replacement voting pack at the VEC office.

The VEC announced on Friday it was expecting one of its healthiest council election voting turnouts.

By Friday morning the commission had already received 65 per cent of its voting packs.

It said the average voter turnout rate was expected to be about 76 per cent or higher, compared to an average of 73 per cent in 2016.

Election officials will begin to extract ballot papers from envelopes for central Victorian councils on Monday.

The VEC anticipates all elections will have been declared no later than Friday November 13.
