Albury MP Justin Clancy said the southern border recovery committee this week discussed a staged lifting of border clamps.
That could see the border opened to those from places such as Ballarat, Bendigo and Warrnambool by the coming Melbourne Cup weekend.

"It's the committee's view that it would be good to have some level of change in time for the long weekend," Mr Clancy said.
Opening to regional areas ahead of the removal of border checkpoints would allow traffic movements to be monitored to plan for the return of Melbourne travellers.
Mr Clancy said while soldiers were being withdrawn from inspection duties, they were being replaced by police so the overall number of personnel doing checks had not dropped.
