Justin Hagley, 38, pleaded guilty in the Bendigo Magistrates' Court on Wednesday to 15 charges, while his 36-year-old brother Scott Hagley entered guilty pleas to 14 offences.
Magistrate Patrick Southey found there was enough evidence in the hand-up briefs for their matters to be sent to the County Court.

They will appear in the County Court for plea in February next year.
Meanwhile, the court heard the Hagley brothers' co-accused, Andrew Valli, also intended to plead guilty.
However, his defence lawyer Luke Docherty said the 31-year-old would apply for bail next month, before formally entering his pleas.
It is intended that Mr Valli will appear in the County Court for plea on the same day as his co-accused.
Justin and Scott Hagley remain in custody.
