Postal voting is being used in councils throughout the state for the first time this year.
Voters have until 6pm on October 23 to post their ballots.
The VEC has urged voters to check their local mail clearance times, in case the final run is earlier than 6pm or earlier in the week.
The election office in Bendigo is open for extended hours on the day of, and the day before, the deadline to enable people to hand-deliver their ballots.
The Bendigo election office is at 384 Hargreaves Street and is open from 9am - 8pm on October 22, and from 9am - 6pm on October 23.
The VEC has advised voters who haven't received their ballot packs by October 16 to call the election office immediately to arrange a replacement.

Voting is mandatory for residents on the state roll, and failure to vote can result in a fine.
