If approved, the fried chicken outlet will be developed on the corner of Howard Street and the Midland Highway in Epsom.
It would be the sixth KFC in Greater Bendigo with franchises already existing in Kangaroo Flat, Eaglehawk, Strathdale, central Bendigo and Bendigo Marketplace.

A City of Greater Bendigo spokesperson said the proposal is expected to go in front of the council by the end of the year - potentially November or December.
It is unclear when construction would begin if the proposal is approved.
The council spokesperson said there have so far been 15 objections to the proposal that was originally submitted in January.
A planning report submitted by the applicant - Appley Close Pty Ltd - shows the development will be built in the allotments at 175-177 Midland Highway and 179 Midland Highway. Both pieces of land have single-storey houses that will be removed during construction.
The development would change the use of land from dwellings to a convenience restaurant with a building being constructed to be used for the KFC restaurant and related signage.
The planning report states there is no planning permit required to demolish the existing buildings or consolidate the two lots into one parcel of land.
It is proposed the convenience store will be able to seat 65 people, and includes a drive through and will operate 24 hours a day, seven days a week.
Entry-exit points will be located on Howard Street - near where the dual drive through lanes will be - and the Midland Highway.
The proposal states the development is part of council's existing commercial zone and is consistent with council policy promoting commercial development along the midland highway and the nearby Epsom Village Centre. It also states the development will not have any adverse impacts on adjoining or nearby properties to the road network.
A 2014 study found that takeaway and fast food outlets accounted for 34 per cent of Bendigo's retail food sector, and restaurants and pubs were a further 27 per cent.
Bendigo is also home to a number of other fast food outlets including five McDonald's, six Subways, two Hungry Jacks, two Donut Kings, three Domino's, two Wendy's and a Nandos.
