No! It is none of these. It is a handful of the people placed in quarantine who would not obey the rules.
Instead, these selfish people proceeded to inflict the virus on the community; recklessly causing death, misery, and economic disaster.
More news:
Place the blame where it belongs.
A group of people who were surely aware of the serious threat they posed; serious enough to have them placed in forced isolation.
They knew the danger that they presented.
The blame rests squarely with those who treated the rules, and the rest of us, with contempt.

Vote wisely
Council elections will be held this month and they give us the chance to right some wrongs.
Do we really want to keep the men and women who have voted for the GovHub and the demolition of the council offices?
This process will cost ratepayers millions of dollars for years to come.
I also wonder how much it cost to float an excavator into position outside the offices last week for a photo opportunity?
Ratepayers money is thrown away with these empty gestures.
Who was responsible for authorising this expense?
In 2015 five of the elected nine councillors voted to demolish the Kangaroo Flat Leisure Centre.
Three of those councillors were not returned at the last elections.
The fourth, James Williams is not seeking re-election in 2020.
Rod Fyffe is the sole remaining perpetrator of that act of vandalism which resulted in the ratepayers servicing a huge debt, not only for the construction of the Gurri Wanyarra Wellness Centre, but also the day to day operating costs.
Now another of the five, Barry Lyons is seeking re-election.
In his publicity material he states that two of his attributes are common sense and accountability.
Does he think we all have poor memories?
Where was the common sense when he voted to demolish the leisure centre, and does he accept any accountability for the ongoing cost of the centre.
When you are filling in your ballot paper please consider these issues first.
Let's see some new blood on council.
They couldn't be any worse than some of our current representatives.
