The state government on Thursday confirmed those with limited income or savings who are on temporary or provisional visas, as well as undocumented migrants, were now able to apply for a payment of up to $800 per person.

Those who have already received a payment under the program would be eligible for a $400 top up on their original payment.

The government confirmed families could be eligible for more, depending on how many people were in the family and their individual circumstances.

Victorians could receive the payments within five days of their application being received.

Applicants could be eligible for an additional payment after eight weeks if they continued to experience financial hardship.

"To date, we have had 8300 payments put out there into the community," Minister for Disability, Ageing, and Carers Luke Donnellan said.

"We had 20,000 people referred for other services, whether it be rent assistance, mental health support, health support and other support.

"Our expectation is it is potentially that about 25,000 people may require these payments to assist them to get through this incredibly difficult period."

The announcement came after the state recorded 15 new COVID-19 cases and two deaths on Thursday.

Premier Daniel Andrews confirmed seven of those new cases were linked to known outbreaks while eight were being investigated.

Mr Andrews said there were only 289 active coronavirus cases in Victoria - the first time since June 29 that the active case numbers have dropped below 300.

There were 38 people in hospital with COVID-19, with six of those people receiving intensive care and three people on ventilators.

There were only three active cases in regional Victoria, bringing the rolling 14-day case average in the regions to 0.3.
