Councillor Matt Emond, who is serving his first term on council, has chosen not to contest coming council elections.

Ms Chesters is expecting the couple's second child in April 2021. Daughter Daisy was born in December 2019.

Cr Emond and Ms Chesters announced the pregnancy on Wednesday.

Cr Emond said given the nature of Ms Chesters' role as a federal MP, he had decided to take a "daddy pause" from council to be primary carer for their young family.

He said when the pair sat down and looked at the commitments of life as a federal member and a councillor, they decided they owed it to their constituents to have the time to represent them fully.

Cr Emond said the break would also allow him and the pair's children to travel with Ms Chesters to Canberra while she sat in parliament about 20 weeks a year.

Cr Emond said he had really enjoyed his four years on council and loved representing his community.

"It was a big decision to be quite honest, but for me if I couldn't do the job at the level of the capacity that I feel this role deserves, and I feel the community deserves, I'm not going to [do it]," he said.

"Because I didn't feel I could give it my 100 per cent attention I thought I'd step away and somebody else can come through.

"Me stepping away as a councillor enables Lisa to be the best federal member she can be."

Ms Chesters said she was feeling lucky and excited for the new arrival, but a bit nervous about having two children under two.

"When people say that you feel blessed, you do," she said.

"I feel incredibly supported and feel quite privileged to be in a position where I am able to have my family come to work with me."

Ms Chesters said the decision highlighted for her how far there was to go in the broader community to have genuine family flexibility.

"I feel very supported to have a partner who's willing to take a 'daddy pause', quite often it's the other way around," she said.

Ms Chesters said the plan was to give birth through Bendigo Health like with her first pregnancy.
