The man pleaded guilty in the Bendigo Magistrates' Court on Wednesday.
The court heard on April 17 this year, officers in an unmarked police car saw a green Holden ute do burn-outs for about 20 metres on the Midland Highway in Epsom.

The officers said there was smoke coming from the tyres and there was a strong smell of burning rubber.
The ute turned left down Howard Street and police followed, but the officers could not stop the vehicle as they were in an unmarked police car.
Police checked the car and attended the man's home where he made full admissions.
His vehicle was automatically impounded for 30 days.
The 65-year-old told the court he just "wasn't thinking" on the day of the incident and that he regretted his actions.
Magistrate Rodney Higgins released the man on a good behaviour bond without conviction.
"You're old enough to know that you should do better," Mr Higgins said.
