Jason Mark Carroll, 48, pleaded guilty in the County Court to two charges of stalking and one charge of burglary.
The court heard a Victoria Police proactive targeting team began investigating Carroll last November, using covert cameras.
On multiple occasions in December 2019 and January 2020, Carroll was observed peering into a woman's bedroom window.

On one occasion, the victim left the house with the door unlocked. Half an hour later, Carroll was seen looking into the window before entering her home, wearing only shorts.
A camera in the woman's bedroom captured Carroll masturbating in her bedroom, picking up a pair of her underwear, and going through her belongings.
He then left the woman's home carrying some items, believed to be the woman's underwear and other belongings.
In January, Carroll was also caught watching another woman. The police investigation revealed Carroll visited the block of units in which she lived six times.
On two occasions, Carroll was seen to look through the woman's window and masturbate.
Judge Michael McInerney said the victims were understandably distressed and clearly frightened when police told them of Carroll's offending.

But the Judge noted Carroll did not physically contact the victims and that his crimes appeared to be for his own sexual satisfaction.
Carroll previously served a 12-year jail term for similar offences, including stalking.
Judge McInerney said Carroll's prior criminal history was "concerning" and "indicative of a person who had a impulsive sexual disorder".
The Judge noted a psychological report submitted to the court showed Carroll was considered at a high risk of re-offending and that he needed specific treatments.
Judge McInerney said it was in the community's interest that Carroll be "steered away from a life of crime". The Judge said a combination sentence would be appropriate.
Carroll was sentenced to 481 days in prison, with 241 days reckoned as already served.
He was also ordered to complete a three-year community corrections order when he was released. The corrections order would include mental health and sex offender programs.
