Mr Andrews said he was pleased more than 10,000 Victorians presented for testing on Sunday.
"That result is higher than previous weekends and I want to thank each of those Victorians who got tested on Sunday," Mr Andrews said.
"Extra positive cases because of a higher testing rate won't hold us back from taking safe and steady next steps.
"What could hold us back is if we don't have enough people coming forward and getting tested and we don't think we have an accurate picture of how much virus is out there."
There are 83 Victorians in hospital receiving treatment for coronavirus, with eight of those in intensive care, of which five are on a ventilator.
