The last couple of items on the agenda included a financial update, including details of the $6 million impact of coronavirus on the city's finances.
There was also an urgent business item to elect members to the Bendigo-Maubisse friendship committee for a one-year term.
And as the council heads into a confidential item it is time to wrap up the live coverage for tonight.

A few more items being ticked off the list now.
Councillors have agreed to progress the development of plans for the Peter Krenz centre in Eaglehawk.
They have also supported a new itinerant trading policy for the city, and have adopted an updated reconciliation plan.
The reconciliation plan will be formally launched when NAIDOC Week, delayed by the COVID-19 pandemic, takes place in November.

There was also support for a separate proposal to close a section of Havlin Street West, beside Ewing Park.
This closure is part of plans to redevelop the Ewing Park precinct.

Councillors have carried a motion to close Havlin Street East to traffic adjoining Wolstencroft Reserve between Rodney Street and 65 Havlin Street East.
The motion noted the closure was part of stage two redevelopment of Wolstencroft Reserve.
It also noted there would be traffic calming measures in Havlin Street East in the six months leading up to the road closure.
There would also be traffic calming in adjacent streets when the Havlin Street East was closed.
The motion was carried by Cr Rod Fyffe, Cr Jennifer Alden, Cr Margaret O'Rourke, Cr Susie Hawke, Cr James Williams, and Cr Malcolm Pethybridge.
Cr Andrea Metcalf, Cr Matt Emond, and Cr George Flack voted against the motion.

Another motion to close part of Havlin Steet East to traffic is being debated.

A motion to keep Havlin Street East open has been defeated.
Cr George Flack put forward the motion because he said the community was not in favour of the closure of the Flora Hill street.
But the motion was rejected by Cr Rod Fyffe, Cr Matt Emond, Cr Jennifer Alden, Cr Margaret O'Rourke, Cr Susie Hawke, Cr James Williams, and Cr Malcolm Pethybridge.
Cr Andrea Metcalf and Cr Flack were the only councillors who voted in favour of the motion.

Councillors have endorsed the Public Open Space Contributions Policy draft.

Councillors have endorsed the Managed Growth Strategy.
The strategy will be a 30-year plan to manage the region's forecast population growth.
Cr Andrea Metcalf said the plan would provide some certainty for region going foward.
She said the strategy was aimed at asking the big questions.
The motion to endorse the strategy was unanimously carried.

Councillors have adopted the Marong Township Structure Plan.
The plan will establish a framework for the growing township's future. The plan also noted the city was considering a portion of land south of Marong to become an industrial park.
Mayor Margaret O'Rourke said there would still need to be work done around the industrial park and that council would not be making a decision on its location.
Cr Jennifer Alden also noted there was also no plan for a toxic waste dump in Marong.
Cr Rod Fyffe commended the plan and said it showed how the town could develop in a way to match community aspirations.
The motion to adopt the Marong Township Structure Plan was unanimously carried.

Councillors have adopted a reworked Maiden Gully Precinct Plan.
As part of the plan, there will be levies on new Maiden Gully developments so the city can raise more than $89 million for major projects in the area.
Cr Rod Fyffe said councillors have received a number of calls from members of the community who were concerned about the new levies.
Cr Fyffe said the City of Greater Bendigo was "playing catch up" because most other regional councils already had such levies in place.
Cr Fyffe said the plan was a "great step forward for the community".
But Cr Andrea Metcalf said she would not support the plan. She said there needed to be further community consultation about the Community Infrastructure Levy.
Cr Metcalf said the council missed an opportunity to receive greater feedback.
The motion to adopt the plan was carried by Cr Fyffe, Cr Matt Emond, Cr Jennifer Alden, Cr Margaret O'Rourke, Cr Susie Hawke, Cr James Williams, and Cr Malcolm Pethybridge.
Cr Metcalf and Cr George Flack voted against the plan.

Councillors have approved a three-lot subdivision in Ironbark, despite several objections to the plans.
The planning department recommended councillors support the development at 4 Robshaw Street and 217 Wattle Street.
The councillors also approved a three-lot subdivision and demolition at 23 Hill Street in Bendigo.
Cr Andrea Metcalf raised concerns about an old minors cottage that was on the site. She said the cottage should be protected due to its historical relevance to the area.
But Cr Metcalf voted in favour for the subdivision and demolition, as the proposal would not impact the cottage.
Councillors also rejected a proposal for a partial demolition and new development in Quarry Hill.
The planning report recommended council reject the proposal at 17 Echuca Street as the plans were not keeping in character with the area.

Greater Bendigo Mayor Margaret O'Rourke says the council will consider rate relief options for some businesses.
Council received a letter requesting the relief from the region's hoteliers on Tuesday.
It follows the announcement that regional Victoria would move to the third step in the roadmap to reopening.

CITY of Greater Bendigo councillors are meeting for the final time before entering caretaker mode.
There are a number of items on the agenda, including the Marong Township Structure Plan.
A report into the plan noted a portion of land south of the township should be turned into an industrial park.

Councillors will also consider the Managed Growth Strategy - a 30-year plan to manage the region's forecast population growth.
A report to council noted the strategy would provide a "holistic, detailed framework for the long-term growth of Greater Bendigo".
The reworked Maiden Gully Precinct Structure Plan will also go before councillors.
The plan is proposing a number of new levies for developments in Maiden Gully.
