Organisers made the decision at the weekend citing the "ever changing landscape and uncertainty surrounding the spread of COVID-19."
Event co-ordinator Jordan French said rehearsals usually begin in October.
"Normally at this point, a lot more things are in place. The event planning is more solidified," he said.
"So far the response has been as expected. The sad truth is it is heartbreaking but necessary. Most events this year have gone under now but the community has responded well and know it is the right thing to do in the interest of public safety.
"We did consider a live-streamed event but...even if it was live streamed or pre-recorded, it's not feasible at the this stage."
Bendigo Health Fundraising and Foundation manager Rachel Mason said the concert was always a highlight of the festive calendar.
"(It) contributes valuable funds to our annual Christmas appeal," she said. "It's always a delight each December to see the concert and the families enjoying this special afternoon.
"We thank the many people that work hard to bring this together and support Bendigo Health.
"Bendigo Health Fundraising and Foundation will continue with a Christmas appeal this year. Funds raised will go towards paediatric rehabilitation equipment."

This year would have been the sixth Bendigo Christmas Concert. Last year the concert raised more than $15,000 for the Bendigo Health Christmas Appeal.
"This year, more than ever, we need to support our healthcare heroes," Mr French said.
