As a result, they took a 24-year-old man and a 29-year-old man into police custody.
Police allege the 24-year-old drove through a collision scene while a police road block was in place.
The road block was established to prevent drivers from travelling through the area while police undertook an investigation at the scene, in which a cyclist in his 50s was killed.
