Applicants Kingdom Generation Ministries, publicly known as The Way Community, propose to lease 23C Trantara Court, East Bendigo, as a base for its apostolic community in Bendigo.
The Way has been meeting in Bendigo for 10 years and Todd Hunter is one of the group's more than 100 members.

"We have been and are a house church movement mainly," Mr Hunter said.
"The vast majority of the activity we do takes place in the home."
Supporting documents submitted to council reveal the church will be used for Foodbank distributions, typically on Wednesday mornings.
"We are engaged with Foodbank Victoria for supplies and that has been operating out of the home of one of our members," Mr Hunter said.
"We just need more space for that and that is one reason for looking at this building."
The application details the group's bid to change the site from Industrial Zone 1 to a place of assembly and states there will be no further development on the site and no structural or external changes to the building.
The group also meets on various weekday evenings, Saturday evenings and on Sunday.
Its application hopes to waive any car parking requirements, on the basis of adequate on-street and off-street parking in the vicinity.
The building includes a disabled toilet and the application proposed to locate a transportable unisex toilet block just outside the rear entrance of the building, which can be removed once a lease expires.
The application has been referred to council's planning department for consideration and awaits a final determination.
