"That is a much better position than we were in few weeks ago," he said. "The numbers are falling and continue to fall as (patients) go through their active (virus) period.
"It is a pleasing decrease and a steady decreases in terms of active cases in regional local government areas. But there should be no sense of complacency in those communities or any community."
Plan for map out of lockdown being developed
Mr Andrews said the decrease in daily cases numbers and active case numbers showed the current lockdown strategy was working.
He said there plans to lift restrictions and provide a "COVID normal life" for Vicotrians were being developed.
"Victorians are doing an amazing job in challenging and difficult circumstances," he said.
"There will come a time, hopefully soon, when see these numbers in double digits. We can then have a conversation, with greater confidence, about what the back end of September looks like and what October, November and December looks like, pushing into 2021.
"There will be a clear plan, a very detailed plan, to repair the damage this pandemic has done to make sure jobs and skills and strength across economies and communities are at the forefront of everything we do."
Mr Andrews said the daily numbers would still guide how restrictions are lifted but he hoped to make announcements soon.
"We hope to give a road map of what coming out of stage 4, and stage 3 in regional Victoria, looks like and what finding a COVID-normal looks like," he said.
"I appreciate, know and understand how challenging this is but the strategy is working and numbers are coming down. The alternative to this is to ignore how this virus is transmitted quickly.
"It's a wicked enemy and without these challenging rules in place, we would see our hospital system completely overrun.
"We have got to defeat this second wave before opening up or else we will be in the early stages of a third wave and end up in worse circumstances very quickly."
