The City of Greater Bendigo is seeking comment on its draft concept plan to restore the Barnard Street block to a public recreation area.
The draft concept plan includes a walking path and boardwalk, a water play area, a barbecue, shelters and a terraced seating amphitheatre.
Under the plan, the island in the existing dam would be removed and the ibises would be relocated.
City of Greater Bendigo parks and open space manager Paul Gangell said the municipal baths were constructed in 1912-13 on the site of an existing dam, and served as the city's main swimming and bathing facility until the aquatic centre was built next door in the 1950s.
The site was originally twice its current size, he said, and included change rooms, jetties, a grandstand, and training infrastructure.
But over time, the infrastructure was removed and the site was fenced off to the public in the 1980s.
Story continues below draft plan
"The draft concept plan references the history of the site by including a shelter that sits on the approximate footprint of the former change rooms and grand stand site," Mr Gangell said.
"In addition, it recommends a deck structure on the southern end which pays homage to the historic jetty structures."
He said the redevelopment of the site was a key component of the 2014 Rosalind Park masterplan.
The council will hold two online information sessions next month.

Residents are invited to comment on the draft concept plan until 5pm on September 21.
Once the plans are further developed and other documentation prepared, it is anticipated construction will begin in spring next year and be completed by mid-2022.
The project is forecast to cost $2.5 million and is funded by the City of Greater Bendigo, which has obtained a low-interest loan through a Victorian government infrastructure scheme.
More details on the information sessions and making a submission are available on the City of Greater Bendigo's website.
