More than 800 home buyers reaped the benefits of the government's scheme, which abolishes stamp duty for first home buyers purchasing properties valued at $600,000 for less.
"Home ownership has become increasingly difficult for young Victorians and we know it can often feel out of reach," Victorian Treasurer Tim Pallas said.
Of all regional areas, Bendigo ranks second behind in Geelong, in terms of money saved from the waived fees or concessions.

The Treasurer said regional first home buyers saved a total of $119,596,079 with 9,408 paying no stamp duty at all and 381 receiving a stamp duty concession in the 2019-20 year.
The Homes for Victorians scheme abolishes stamp duty on properties valued at less than $600,000, with a stamp duty concession available for property valued up to $750,000.
Member for Bendigo East Jacinta Allan said the concessions help make the move to regional Victoria easier.
"First home buyers are taking up the opportunity to move to regional Victoria and these concessions help make that decision much easier," Ms Allan said.
Member for Bendigo West Maree Edwards also praised the program.
"The Homes for Victorians scheme has helped hundreds of Victorians buy their first home right here in Bendigo," Ms Edwards said.
Since the program came into effect in 2017, more than 100,000 applicants have saved close to $2 billion in stamp duty statewide.
