The vision will set out the aspirations of the community for the next decade, as a requirement of the new Local Government Act 2020.
Loddon Shire mayor Cheryl McKinnon said: "We want to hear from residents and develop a Community Vision that is representative of the community's views, aspirations and goals."
The council is also in the process of developing a Community Reference Group, which it hopes will enhance communications between council and the community.
The group is an advisory committee that will consider information gathered from engagement activities, briefing from council and other sector information.

Numbers are limited to 20 community members, with no more than four residing in one ward.

Residents are also able to fill out one of the brochures located at various locations across the shire, or take part in a random phone sampling, in order to have their say about the Community Vision.
