Dog parks were open the last time the region was in stage 3 lockdown and are currently open in this lockdown.
A council spokesperson said the same rules apply at dog parks as other areas of the community.
"Dog parks were open last time and they are open again now," the spokesperson said. "(People should) wear a mask, practice social distancing and good hand hygiene.
"We have four reasons to leave home, we cannot gather in more than groups of two and time outside of the home should be limited.
"Dog parks are not somewhere to be social. They are there to provide respite for people who need to exercise their pets."
Earlier this year, council spent $70,000 upgrading three fenced, off-lead dog parks in Kennington, California Gully and Kangaroo Flat.
The also began construction on a new dog park in Heathcote.
The council spokesperson said residents should continue to protect themselves against COVID-19.
"People need to be responsible, they need to stay home if they are unwell and showing even the mildest of symptoms," the spokesperson said.
"There is COVID-19 in our community and people need to take every step to protect themselves and others from becoming unwell.
"If people are concerned by any behaviour they see publicly, they should call Victoria Police."
