A FREE COVID-19 testing service for those unable to leave their home has been announced by the state government.

People who cannot leave their homes easily will allow people to call Australia's coronavirus hotline, be assessed and get a GP referral for a home visit.

Health Minister Jenny Mikakos said this was designed to improve access to testing for about 100 Victorians every day.

VICTORIA has unveiled new advertising aimed at combating COVID-19, including ones in languages other than English.

It comes as Victoria records its deadliest pandemic day yet.

Nineteen people have died since Sunday's briefing. Fourteen of these were linked to aged care.

The new ads include COVID-19 survivors describing the debilitating effects of disease.

One includes a young woman saying the virus was like nothing she had ever experienced before, attacking all her body systems.

She described the pain of self-isolating away from her two young children.

Premier Daniel Andrews said the new advertising was a timely reminder all Victorians were in the crisis together.

He compared the crisis to challenge of bushfire every summer, saying the community was stronger together.

"Think about the person who is most important to you, then think about them with a tube to help them breath in intensive care for 31 days," Mr Andrews said.

"That's how serious this is."

A total 322 new COVID-19 cases have been recorded since Sunday

The state reported another 105 mystery cases which Premier Daniel Andrews described as in many ways the greatest challenge.

Those to die include a man in his 50s, a woman in her 60s, two men in their 70s, one man and six women in their 80s, one man and seven women in their 90s.

More than 600 Victorians are in hospital, with 47 in intensive care.

Thirty-one of these are on ventilators.

A total 1065 active cases are in heathcare workers.

VICTORIA has recorded its deadliest day of the COVID-19 pandemic, with 19 deaths in the past 24 hours.

A total of 322 new cases of the virus were detected in that time.

It is not yet known how many new infections were in central Victoria.

It comes following 17 deaths to the virus in the 24 hours to Sunday, which was previously the most deaths recorded in Victoria in a day.

More than 300 people have died of COVID-19 in Australia since the start of the pandemic.

Monday's 322 new cases reflect the lowest daily increase since July 29.

There were 394 new cases in the 24 hours to Sunday.

There were 87 active cases of COVID-19 in central Victoria in that period.

Bendigo had 56 active cases; the Macedon Ranges had 25 active cases; Mount Alexander shire had three active cases; Loddon shire had two active cases and Campaspe shire had one active case.

Monday's data by local government area has yet to be released.

Premier Daniel Andrews will address the media at 11am.
