Police found the man and his four friends in a bungalow in the backyard of a property at the weekend.
This was one of scores of breaches of the chief health officer's directions that police uncovered in the last 24 hours.
Under the Stage Three restrictions, which apply across regional Victoria, people cannot have visitors at their home for social reasons.
Police have issued 268 fines in the past day for breaches of the COVID-19 restrictions, including 38 infringements for failing to wear a face covering.
Thirteen people were fined at vehicle checkpoints, from the 8126 vehicles that were checked.
Police also conducted 3841 spot checks on homes, businesses and public places.
