It's the highest number of new cases per day ever reported in the local government area.
These cases make up a third of new COVID-19 cases in regional Victoria announced on Thursday.
The diagnoses means there are 39 people with COVID-19 in Greater Bendigo.
Mount Alexander reported one new virus case, bringing its active total to five.
Active case numbers remained stable elsewhere in central Victoria, with 36 in the Macedon Ranges, three in Loddon and one in Campaspe.
Central Goldfields, Gannawarra and Buloke shires all have zero active COVID-19 cases.
It comes as Victoria recorded 471 new COVID-19 cases on Thursday, with eight deaths. Four of those eight deaths were linked to aged care.
This followed Victoria'a deadliest day of the pandemic yet. The state recorded 725 new cases on Wednesday, its highest number yet. It also reported a record 15 more deaths, including a man in his 30s.
On Wednesday, Bendigo recorded another four new COVID-19 cases and Macedon Ranges, six.
At least 11 cases have been linked to St Joseph's Primary School in Quarry Hill.
Authorities have told all families at the school they must get tested and self-isolate.
Central Victoria's 11 new cases are among 33 new diagnoses in regional Victoria.
It means Bendigo's new case numbers make up a third of those announced in regional Victoria on Thursday.

As of Thursday, central Victoria has 84 active cases.
Of these 84, 39 cases are in Greater Bendigo. Meanwhile, Macedon Ranges has 36 active cases; Mount Alexander, five; Loddon, three ; and Campaspe, one.
Central Goldfields and Gannawarra municipalities both have zero active cases.
Buloke Shire remains yet to report any COVID-19 case.
Several significant Victorian outbreaks have taken place in meat processing facilities.
A cluster at Castlemaine's Don KR facility has been linked to 10 cases.
It comes as central Victoria entered stage three restrictions for the second time at 11.59pm on Wednesday.
