The new cases take the state's total to 10,931.
The total of 397 is another reduction in daily cases following 723 on Thursday and 627 on Friday.
But Premier Daniel Andrews said it was still a significant number of cases.
"While there is temptation to read trends into the numbers, there is still growing concerns in the number of community transmission cases," he said.
"The numbers are too high and there is a growing case for us to do more. These (current) settings have avoided the notion of thousands of cases each day.
"Today is not the day to announce any further steps."
A further three people have died of coronavirus over night, making the total death toll 116.
The state has 5919 active cases with 379 in hospital including 41 in intensive care. Of the 41 people in intensive care, 24 are on ventilators.
The local breakdown of today's data will be released this afternoon.

On Friday, Greater Bendigo and Macedon Ranges had each recorded 30 cases in total.
Elsewhere in central Victoria, Mount Alexander has a total of nine cases, Loddon Shire and Campaspe have six, Gannawarra has two and Central Goldfields one.
Buloke Shire is yet to record a case of coronavirus.
