After shooting a one-over par 71 on day one, Herbert finished with a three-over par 73 on day to be four-over par with two rounds to play.
He's in esteemed company on that number, with world number one Jon Rahm also four-over par at the halfway mark.
American Brendan Todd leads the field at 11-under par, two shots clear of Rickie Fowler.
First round leader Brooks Koepka is a further two shots back in a tie for third.
Jason Day is the best placed Australian at five-under par in a tie for eighth.
Herbert's second round started brilliantly when he birdied his first hole - the par-four 10th - after holing an eight metre birdie putt.
He gave that shot back on the next hole after he found the bunker with his tee shot on the par-three 11th and had to settle for a bogey.
Herbert had good looks for birdies on the 12th,13th and 15th holes, but narrowly missed all three putts.
After finding trouble with his second shot to par-five 16th, Herbert holed a seven metre putt for par.
He also made a great putt to save par on the 18th to make the turn at even-par for his round and one-over for the tournament.
Herbert three-putted the par-four first hole to drop one shot before a wayward second shot at the par-five third hole found the water and the best he could do was a double-bogey seven.
In a positive sign for Herbert, he didn't let the bad start to his second nine completely ruin his round.
He made par on his final six holes, highlighted by a brilliant wedge on par-four sixth.
Herbert's tee shot found the left rough and he was forced to lay-up with his second shot.
His third shot with a wedge from 55m finished half a metre from the hole and he tapped in for par.
Herbert produced two great bunker shots on the seventh and eighth holes to help save par and then holed a three-and-a-half metre putt for par on his final hole.
In tonight's third round, Herbert will play alongside President's Cup player Adam Hadwin and last week's US PGA Tour winner Michael Thompson.
