The centre went into lockdown on Sunday after the positive test result.
The Department of Justice and Community Safety confirmed on Tuesday all young people tested returned a negative result for COVID-19.
It is mandatory for visitors to wear personal protective equipment at all times while onsite at the Malmsbury facility.
